The NBAs constitution, which Donald Sterling signed as controlling owner of the Clippers, gives its board of governors broad latitude in league decisions including who owns the teams. NBA Commissioner Adam Silver is pushing for a swift vote against Sterling, which requires a minimum of three-fourths of the other 29 controlling owners to agree. Silver also has imposed a lifetime ban on Sterling and a $2.5 million fine. The ban does not apply to Shelly Sterling. SI.com and ESPN.com, citing unidentified sources, reported Thursday that Sterlings lawyer, antitrust litigator Maxwell Blecher, wrote a letter to Rick Buchanan, the NBAs executive vice-president and general counsel, threatening to sue the league and saying Sterling will not pay the $2.5 million fine. "Sterlings own signature will come back to haunt him," said Michael McCann, founding director of the Sports and Entertainment Law Institute at the University of New Hampshire. "You agree to certain basic understandings. Thats what makes a sports league different from other businesses." The key to the NBAs authority, attorneys say, is Article 13(d) of the leagues constitution. That section says that, whether Sterling intended to or not, an owner cannot "fail or refuse to fulfil" contractual obligations to the NBA "in such a way to affect the Association or its members adversely." Theres plenty of evidence Sterlings comments, revealed in a recorded conversation with a female companion, affected the league adversely. They provoked threats of a player boycott, led sponsors to withdraw support and created a racially charged image problem in the midst of the NBA playoffs that even President Barack Obama remarked upon. If Article 13(d) was violated, the legal experts say the board of governors has solid grounds to force Sterling to sell the team along with any other owners, in this case his wife. As long as the NBA meticulously follows its own constitution and rules regarding the Clippers sale, it will be difficult for Sterling to find a legal theory that would stand up in court, said Daniel Lazaroff, director of the Sports Law Institute at Loyola Law School in Los Angeles. Travis Kelce Jersey. He let his players know it, and they responded with an impressive final 40 minutes. Josh Bailey had a goal and assist, and the Islanders kept up their strong finish with a 4-2 victory over the Panthers on Tuesday night. "We got off to a real slow start," Capuano said. New York, on the verge of elimination in the Eastern Conference playoff race after qualifying for the post-season a year ago, quickly bounced back from Quinton Howdens short-handed goal less than two minutes in and sent the Panthers to their fourth straight loss. Miami guard Dwyane Wade became the latest recipient of a post-season flopping fine Monday when the NBA ordered him to give up $5,000 after a review showed he over-exaggerated a foul during Game 2 of the finals that was charged to San Antonios Manu Ginobili. And theres an ironic twist -- Ginobili is often considered a master flopper, but he wasnt even warned once about it this season. "He took a swipe and he hit me," Wade said Monday, before the fine was announced. "It was a late call by the ref, but he called it." The league saw it a little differently. It was the fifth flopping violation of the playoffs, which works out to one in every 17.2 games. The NBA said 35 flops were caught in the regular season, or one in every 35.1 games. Players are not fined in the regular season until their second flop of the year; in the playoffs, every flop is a fine. "Flopping," Miami guard Shane Battier once said, "is a silent killer." Breathe despite seeing an eight-game losing streak all but ruin their playoff chances. Breathe despite blowing a two-goal, third-period lead to the Boston Bruins on Thursday night at Air Canada Centre. The Leafs did that, then got a chance to exhale with a 4-3 overtime victory that, if nothing else, keeps their hopes alive for another couple of days. "Were alive, but theres a lot of things that have to go our way," Carlyle said. "Make sure that we dont get too far ahead of ourselves. Weve only won two games here." Nazem Kadris goal 2:51 into overtime was just one of several pieces that must fall into place for the Leafs to rebound and make the playoffs as a wild card in the Eastern Conference. They likely need to also win all four of their remaining games, as they got no help Thursday night from the Columbus Blue Jackets, who beat the Philadelphia Flyers to remain one point ahead (85 to 84). The winning streak ties Anaheim for the NHLs longest this season and it has moved the Bruins (99 points) just two behind the idle Blues in the race for the Presidents Trophy. St. Louis has a game in hand. "Its been good," Bruins coach Claude Julien said after the team posted its third 10-game winning streak since he took over as coach in 2007-08. "Our guys just keep believing and doing the right things," he added. "Thats given us the opportunity to win." The right thing for the Bruins was their response after Patrik Elias scored for New Jersey with a two-man advantage just 29 seconds into the second period. Not only did it tie the game at 1, it happened so fast that the Devils had 1:28 left on the second power play. The Dallas Stars arent going to press their 31-year-old forward for an answer, either. Peverley said Tuesday he would have to undergo testing that would include workouts to elevate his heart rate. "Im not sure where that will be," Peverley said before he and his teammates scattered for the summer after a first-round playoff loss to Anaheim. "That will have to be the first thing." Coach Lindy Ruff and general manager Jim Nill said all decisions would be up to Peverley and his doctors. Training camp is about five months away. Peverley went down on the bench early in a game against Columbus on March 10 and had to be revived by medical personnel at the arena. He spent a couple of days in the hospital before going to Cleveland for a procedure to try to correct his heart condition, called atrial fibrillation. The condition was diagnosed in training camp last year, and Peverley chose medication and a quicker return over undergoing the procedure and missing several months. He played most of the season with no issues before the condition flared up about a week before his collapse. Peverley, who wears a heart monitor on his waist at all times, found a way to contribute late in the season and in the playoffs by offering insights from the press box and giving teammates tips on faceoffs during off days. "Just being able to help out with the team somehow, it felt like I was accomplishing something," Peverley said.
